Phyllis Allen was born In Dublanc, Dominica on June 13th 1935, to the late John Allen and Telina Casimir. She relocated to River Street, Roseau where she lived for several years until finally moving to the community of Bath Estate which become her life long home. Phyllis prided herself in her independence and hard work. She was a custodian at the Dominica Police Department where she exemplified being a dedicated worker until she retired. Phyllis was a devout Christian who lived her life with faith and trust in God until she took her last breath. Phyllis loved and adored her children, grandchildren and great grandchildren, who she never ceased to pray for.

She will be deeply missed and live on through her children Jennifer Wade-Baker, Lucia Victoria Toussaint, Tony Charles, Sandra Bernard, Felix Fitzroy Blackman, Frances Bonnie, Davidson Lugay, Embert Elvis Joseph and Joan Wendy Allen. Her Grandchildren Juanita Rox-Anne Blackman, Almanda Casimir, Alana Amada Macpherson, Jean-Pierre Lazarre, Shanik Isaac, Shanika Isaac, Shania Isaac, Clemson Isaac, Sanchez Kris Bonnie, Mikayla Celine Bonnie, Kaylee Clarisse Bonnie, Rulyssa Ranson, Bevae Ranson, Alton Ransom, Tony Grant Charles, Jo-Ann Charles, Anthony Garth Charles, Antonio Garvin Charles, Rohan Glennis Charles, Tyron Grantley Charles, Messiah Elvis Joseph, Keziah Leah Joseph, Cheryl Sawby, Michael Sawby and Jada Baker. Her Great-Grandchildren, Latania Sherlica Charles, Latisha Arnica Charles, Latoya Sirrah Charles, Dominic Johanson Charles, Rohan Mateo Charles, Sekai Mystar Nkozi, Kenya Alana Nkozi, Jailen Amir Blackman-Jones, Jasrielle Madison Jones, Hamzah Ayman Fofana, Ameera Riley, Amaris Riley, Merquane Victorine, Shaquanie Victorine, Kerlisha Reid, Eddijanie Alexander, Sircany Isaac, Sirryah Joseph, Jamiel Lazarre, Dejun Lazarre, Syriah Artry, Xaila Ransom, Syire Ransom and Joshua Ranson. Her son-in-laws Presley Anthony Bonnie and Robert Bernard, and her daughter-in-law Maria J Joseph. Her siblings Martin J Allen, Moana Allen, Hilma Dominique-Solomon, Valuable Dominique and Alicia E Allen, preceding her in death. Also Several nieces, nephews, and close friends too numerous to mention.
